Liquor licenses can be suspended for serving minors, operating in a manner that constitutes a nuisance or a failure to operate in accordance with the floor plan and plan of operation originally submitted to the City as part of the license application (turning a pool hall into a dance club, for example).
Though minor complaints often are handled quietly, several license issues received publicity recently including Chaser's in Bay View (drug issues), The Ladybug Club located Downtown (violence and loitering) and Rain, a teen-oriented club at 906 S. Barclay St. that encountered problems with fighting.
On balance, most insiders at City Hall and the police department feel that tavern owners do a good job of limiting headaches for neighbors.
"A lot of it is common sense," said Peter Jest, who has operated Shank Hall, a music club located at 1434 N. Farwell Ave., for the past 20 years. "You have to let neighbors know who you are and what you are about."
Jest said the main thing that has helped him avoid problems is his "no passout" policy, which prohibits customers from leaving his building and returning.
"In 1989, we had so may neighbors object to us getting a license that we decided not to allow passouts," he said. "When you think about it, there really is no reason for people to leave a show. If they do, they may urinate in the street or go and drink in their car and leave beer cans and bottles on the sidewalk. It really leads to no good.
"Our staff will go out and pick up trash around the area, even if it didn't come from our club. There is always that perception -- if there is a beer bottle in the street, it must have come from the club.
"We'll go out and pick things up and we try to be respectful of our neighborhood in terms of closing time. You just have to use common sense and be respectful."

We live down in the Walkers Point area and have seen first hand the unruly behavior of some of the patrons - but generally they're not the typical clientel of the area. For some reason, they come from other locations just to 'stir things up'. One of the biggest issues with the littering revolves around these fliers that are placed on cars in the Walkers Point neighborhoods and advertise for other bars or clubs. Particularly after the tragic shooting of the Miller Executive this past summer, you would think that the sight of people lurking from car to car would raise some alarms. It doesn't. The practice of putting these fliers out and littering the streets is so common place that its largely ignored. We still have cars broken into that go unreported. Usually, someone who has been in a bar is still an easy target since its unlikely that they'll call the police after they've been drinking to make a report. We still have these fliers littering the streets, advertising for any number of bars that are outside the area. And we still have people lurking between parked cars and throughout the neighborhoods either putting fliers out or looking into the cars for anything that might be of value. Sadly, when we write to the - OUR ALDERMAN - we didn't receive so much as a reply that he read the email with our concerns. In the meantime, we prepare for another year of cleaning up broking glass and littered sidewalks. You would think after the exposure last summer that they would be a bit more proactive.

I agree about the "Ladybug Club", that place is just a farce filled with the dregs of society. What the Milwaukee Police Department should do is raid that cesspool of humanity it would be like shooting fish in a barrel. Think about how many bailjumpers, people with arrest warrants, sloths that do not pay child support that the MPD could net in one swoop.
