Once again Mr. Hissom leaves out some of the facts. From the Journal article: "The cameras would be funded by a $110,000 federal [Homeland Security] grant, passed through the bus system to the city, in addition to pole-mounted video cameras already in place elsewhere around the city..." As anyone who has ever worked with non-profits can attest, grants are very specific in what their purpose may be. Since this grant came from Homeland Security, it goes toward security. Understandably Hissom's comment about "chipping in money" could be misconstrued, but clearly when the facts about the grant are revealed it shows the money has a designated purpose.
