Franklin's On the Border finished second among readers, just ahead of venerable Art's Performing Center. editors selected Crazy Horse, 9440 W. National Ave., as their pick. The club, formerly known as Heartbreakers, has undergone extensive renovations and is attracting a steady stream of customers to West Allis. editors' choice: Crazy Horse
