It's an old story in the restaurant business. The hours are long, the work is hard, and you finally decide, if I am going to continue doing this, I'm going to do it for myself. That is how Cafe Perrin, a bright, airy and interesting small restaurant in Washington Heights came to be in August. The name refers to co-owner Perrin Luna, who has been working in commercial kitchens for 30 years.
