Milwaukee Ald. Nik Kovac feels Wisconsin is "way behind the curve" when it comes to marijuana laws. The state is one of 17 in which the possession, sale or cultivation of marijuana in any amount can result in criminal prosecution, Milwaukee Neighborhood News Service reports.
